The mission of the Virgin Islands Civil Rights Commission (VICRC) is to prevent and eliminate discrimination and to encourage and promote the development of programs that ensure every individual has an equal opportunity to participate fully in the economic, cultural and intellectual life of the Territory.
Under the supervision of a Director, VICRC administers the Virgin Islands Civil Rights Act, Title 10 of the Virgin Islands Code. Its duties include the investigation of complaints filed in the areas of employment, public accommodation, or housing alleging discrimination on the basis of race, color, national origin, age, sex, disability, or religion. It is also responsible for investigating whistleblower complaints.
The Virgin Islands Civil Rights Act prohibits discrimination in employment and public accommodations (such as restaurants and hotels) based on race, color, religion, sex, national origin, age, or disability.
The Virgin Islands Civil Rights Act also prohibits discrimination in housing. It is illegal to use race, color, religion, sex, national origin, age, or disability as a basis to refuse to sell or rent; refuse to make a mortgage loan; impose different terms or conditions on a loan; or refuse reasonable accommodations for a disability.
Under the Virgin Islands Whistleblowers Protection Act, employees who work for the government or a government contractor cannot be disciplined or fired in retaliation for filing a whistleblower complaint that alleges wrongdoing.
